Since there are two buses for the Thunderbolt outlets, Apple specifies that plugging in two 5K or 6K displays like the Pro Display XDR will require them to be connected to a different bus. The diagram below shows the configuration in question here for all the modules:

Also, if the user chooses to connect a display to the HDMI port, then bus 0 can support an additional 4K (or lower resolution) panel. However, the manufacturer also adds that “if you need to output sound to a display connected to the HDMI port and other displays are connected via Thunderbolt 3, do not connect a display to the Thunderbolt 3 port next to the HDMI port “. Again, probably to avoid potential problems with the machine overheating.
